I'm looking to refinish the stand that came with the tank I bought from
Susan Matney. It's a standard AGA stand painted black. The paint job is old
and you can see wood here and there, so I just wanted to put a fresh coat
on. What paint would be best? Do I need to use primer first?

Are you sure it's painted and not stained black?  It will make a difference.

I found out one thing, black doesn't go well with sw.

Good point Jon, according to the all-glass site, "Each one is stained and
finished with a waterproofing sealer that will protect it from splashes and
other water damage."

I would look for an oil based black stain and try it on a spot that is inconspicuous.  If it looks good, then stain the whole thing, but wipe off all the excess and get it all out of the little nooks and crannies.  Then once it's dried, add one or two topcoats of either Deft's brushing lacquer or a polyurethane.  I'm guessing that the original topcoat is a lacquer so Deft's will bond to the old better then polyurethane, but polyurethane will be more water and wear resistant.

Be careful what you use then.
Some of the stains will lift the sealer.
I would test what you decide in an out of visual place.
