Okay, here we go:
1. lights - you want clams so get a MH, probably a 175 w/VHO's
2. skimmer - you should get a skimmer, but which one will depend on whether you have a sump or not
3. refugia/sump - I would do one, but you are going to have to drill your tank and build an overflow (I am putting one on a 26 gallon tank I am setting up now)
4. filter - sump/refugia is a filter and so is the rock and sand, so you don't need another one if you do a sump
5. hydrometer - don't get a hydrometer, get a refractometer that compensates for temp.
6. heater - ebo-jager submersible 75-100 watt
7. thermometer - digital
8. tank - get any tank that is not tempered and can be drilled on the bottom, I like black siliconed tanks
This is what I would do, but there are many ways to do it. I do not want you to model your tank after what I would do. I suggest taking everyone's advise and then go look around at other tanks and see what you like.
