NANO-CUBE 24 JBJ lamp not work, help needed

Hello, I have a Nano-Cube 24 JBJ. The fans and the moonlight LEDs are working fine but the neon tubes are not working. The neon tubes themself checked good and the transformer is working fine. I do not know if the ballast is working properly or not. I do not know what the output voltage of the ballast should be. Does anyone knows what the output of the ballast (Model #: NPY-120-232 CFL) should read and how to test it or anyone has the schematic for it. Your help is greatly appreciated.

I have the same tank and had the same problem. I replaced the ballast to get it working. I have a spare ballast if you need one.
