I've stopped by twice in the last month, during the posted business hours, and the doors have been locked.

Through the window you can see that they have tanks up and running. What's the deal? Are they closed? Do they have bizarre hours? Am I too incompetent to open doors?

I was there a week ago and it was open but it took them about 20 minutes to check me out. They had some issues with their credit card processor.

I went by the other day - closed as well.  Sign on door said they will be closed until September.  I am not sure what is going on...
