So who's using one?
I'm thinking about adding one in my sump. Not difficult as I can have the water cascade off of the overflow from my fuge section of the sump. I've got a 55gal sump and the fuge is 16" tall so I can cascade the overflow over a mesh with another fuge light and still flow to the return pump.
Thoughts?

I actually like the design and feel that it could help alot of people who don't want to run carbon. I'm sure if you had 1 it would help with nitrates and phosphates.
I would worry about the detritus that would build up on the plate.

Regular running of AC would still be needed. Algae has limitations. AC can remove many chemicals that algae cannot. Notice that the person was aware that the refugium and ATS each did a portion of the filtration.
FWIW, I have noticed that a well lighted Refugium with good flow > creating fast algae growth > requiring frequent harvesting, is just as good as an ATS.
