John, why are you using phosphate remover? All algae needs PO4. If you are trying to see Coralline algae growth, stop trying to remove phosphate.
The chemical balance is off. The Alkalinity in your tank is at the bottom of the range. Stop adding Calcium and add more Alkalinity. When the alkalinity rises to 3.5 meq/l (10 dKH), resume Ca additions, but still watch the Alk, because it gets used up quite quickly.
Also, bright white light, like that from 10,000 Kelvin MH lights stunts Coralline algae growth on the topside of the top rocks. The right kind of light, as Adam says, really gives the right energy for growth. In addition to blue light, I found that plant grow fluorescent tubes, like URI Actinic/White and Helios pink PC tubes are also good at growing coralline algae. What kind of lighting does your tank have?
