I have a fairly old actnic setup(5 years old), just replaced my bulbs and for some reason they don't always light all the way up. At times they are very bright and look good and other times are very dull. Connections seem to be good. I can't figure it out. Any ideas? Thanks!

Are the bulbs a diiferant type then what you took out. ie super actinics. It is possible they are a slighty higher wattage or that your ballast is dying. do you have a tar ballast or an electronic?
BTW I am not a wiring expert I am just throwing out some ideas

Ryan,

Will they light up completely if you rub your hand across the bulbs? If so, IME, that means they need a grounded piece of metal near them (1/2" or so). A reflector works great, just connect the ground from the ballast power cord to both the ballast and the reflector. Usually this does the trick.
