Is it bad to have a skimmer that's oversized? My total water volume is about 80 gal and the skimmer I'm thinking about is rated for 200 gal.

I would say no. It is a good thing. It will protect you better if something happens. It will also only pull out the skim that your tank is producing.

What is the skimmer? Some say 200 and won't even skim 60

Rather than thinking of it in terms of bad or good, I like to think of what skimming does in light of what kind of environment I want to create. I believe that Skimmate is food for many types of organisms that in turn feed the reef, but too much food can be detrimental for an SPS coral dominated system.
