I got my new skimmer yearstoday and I set it up and have running now. I know that skimmers need to break-in but during this time is it normal for it to not produce foam/skimmate? It's a Jebo hang on back skimmer, I know that it's not the best but it was the only thing I could afford as of right now.

Yes its perfectly normal. Give it a day or 2 than foam will form. Than a couple days later skimmate will finally show up. My skimmer took about a week to produce anything. Patients is key here.
My hang on the back prizm has an adjustable flow valve on the intake. I turn mine up until its foaming to the top and slowly back it down so the bubbles just break at the top. Get a nice dark skim. It's done this since day one.
What model is it? 150/180...
Should be an air control, are you letting enough air in?
It's 180 but when I turn it loose the water level goes down and when I turn it in the water level rises and it begins to leak from the where the collection cup begins

Well it has made about an 1" of foam above the water and its growing I think that it will just take tone for it to reach the top. Also I found a little water in the cup that's yellow so I think that's it just needs to break in
