The design looks similar to another old skimmer design I'm familiar with. To tell you the truth, with a 40 gal tank, that is probably way more skimmer than needed, but then I'm the old fart that has been at this hobby too long. I don't even use skimmers on my tanks. Anyway, the pump pushes bubbly/frothy water through the unit. As the dark foam rises to the top it spills over into the collection cup. If there is too much water and not enough dark foam it's not working right. A skimmer is not a necessity. A healthy reef aquarium mostly needs good LS, LR and algae growth. That's 95% of the filtration. I see some pretty good looking LR there, but it's going to need light and water movement ASAP. Is that rock going into the tank? May we see a pic of the tank? Again welcome. This is the right place.

Go ahead and pull out that skimmer and take some photos of it for us. I'm sure we can get it going. Although, the person who sold it to you should know as well. Is that someone you can call and ask? Worse case scenario- send me your address and I'll swing by to help you out. Rose Park isn't that much out of my way.

Thanks guys, I actually have the tank set up and everything, the skimmer is the the sump/fuge and its not running, Im just waiting for the water to clear up. I cleaned it out with water and vinegar I will try to get it running later on, I don't need it right now but I figured out how to adjust the flow so it should be fine :D im excited tho the tank looks great I haven't done the aquascaping yet, but i'll post some pics of it so far :)

Just remember to take things slow. Don't try and rush things, and be patient. That's the hardest part but you'll avoid tons of problems.
