I would love to know if their is or if stains are waterproof, but for the current stand that I am building I went with standard Primer. So far it looks great and I hope that it will repel any minor water spillage once it is complete.
For the most part a stain simply stains and seals the wood prior to applying the finish coat. If you want to leave the wood natural looking you would have to apply a coat of dainish oil pierodically to maintain water repellancy. It's probibly better to apply a finish coat of polyurathane or spar varnish. These products come in a variety of sheens from Flat to High Gloss. Higher gloss finishes show imperfections more and require sanding between each coat. With satin or eggshell finishes once the surface is smooth you probibly don't have to sand between coats.
If you are going to paint the stand you don't have to stain it first. Apply a good primer, Sand well then apply your paint. If the surface is rough sand it again and apply a second coat of paint and your done.
Good Luck.

If you are using a Water Base Paint make sure you give it pleanty of time to dry. Most water based paints will dry to the touch in about 1 hour but they are not completely cured for about a week. If you put your tank on the stand too soon the paint will bond to the bottom of the tank after a day or so and you will have a hard time removing it if you ever need to and it will probibly pull the finish off when it comes loose.
Oil based paint dries slower but cures faster. It will be ready to go in a couple days.
Good Luck.

I should know what kind of paint I bought, but I will have to look. Thanks for the heads up. I will take it slow and not get too anxious to see how the tank looks on the stand.
