I would recommend API (Aquarium Pharmaceuticals) ReefMaster and SaltMaster Kits.
SaltMaster = pH, nH3, nO2, nO3
ReefMaster = dKH, pO4, Ca, nO3
(so you end up with 2 nitrate tests - but you will use that one more often than the ammonia / nitrite tests anyway)
Each Kit is around $22 - $26 at PetSmart. Petco may carry them as well. Not sure which area LFS stock these.
Now, API is not the "ultimate" in terms of accuracy (Salifert, Elos, LaMotte for example are all 'better' but are all only sold separately - at around $20 - $30 for
each indivdual test) but API is certainly 'better' (IMO, anyway

) than Red Sea, Instant Ocean, Hagen, or Tetra's brand Kits... easy to understand, easy to use, and quite accurate IME vs. Salifert brand, anyway...
The only other kit you would want to purchase, especially for a "Reef" set up, is a Magnesium test. For that one I would go with Salifert becasue API doesn't carry a Mag test.
So, for around $50 ($70 w/ the Salifert Mag) you'd be pretty much all set.
