i have had a cyano algae problem in my tank i did a big water change and it went alway for a while but now it came back i used tap water with decholanater to fill it back up could my TDS levels in my water do this?

Yes, TDS could be the cause. Low flow can also contribute. Over feeding could do it. etc, etc.

jfinch once tested the tap water at his work, the Flying J Refinery. He called the water liquid rock.

Even with tap water if one grows lot's of algae, preferably macroalgae, tapwater can do okay. It's easy to buy RO water at many grocery stores where they have an RO water dispenser. Smiths may have a Glacier water unit inside or outside the store. That's what I'd do.
