Well I was curious about this too so i emailed the author and this is the reply I received:

"Hi, Trevor, we ran the bulbs for about 3 years and at the end we were still getting good growth from the corals. I will be doing an update soon, once the
tests are over, on the newer T-5 bulbs (same IceCap ballast)which are fantastic. SC

So I decided to give it a try. I bought a used icecap 430 with wire and 4 endcaps for $65 and 2 NO Phillips Daylight Deluxe Bulbs for $5.97. I plan on getting an NO actinic to go with it. The 2 Phillips bulbs lit nicely and are running right now...(all I need to do now is build a hood). As my little project continues I will post updates on how the NO bulbs do.

k so i pieced together a crap hood and used aluminum foil to reflect (just to see what kinda results i'm gonna get)...but before I post the pic don't make fun of the bio-wheel and the rock placement as this tank is slowly coming together....my 30 gallon looks better I promise
the lighting is rather yellow in comparison to what I am used to -(20k MH)....so if anybody knows where I can pick up a cheap NO Actinic plz tell me...

Commercial Lighting Supply used to carry them for $19 but sold out and didn't reorder because they move so slowly.
I have an old used NO blue tube from somewhere. It's not actinic, just "blue" because that's what I wrote on it to keep track of it! You can have it for nothin' Call me at 296-1563

Do you need to know where to get mirrored aluminium for your reflector?

Trevah - I don't know where you're located, but I have a used NO actinic bulb you can have (36").

quix, most of the LFSs in the area carry them.  I'm pretty sure I've seen them at MSM, BW, F4U and the Aquarium... so north to south, I think your covered.

do you feel like your tank is doing well? 
do you feel like everything is healthy?
have you noticed any differences in the "progress" of your tank VS. other types of lights ( VHO, PC, MH )?
how is your coralline algae growth?
what is the overall color of the lighting in your tank?
what are the colors that each those bulbs put out?

ok...
i feel like my tank is doing great...
i have lost a clown due to ich...but not light related
in comparison to my other tanks this one seems to have be growing coraline algae faster than my 30 gallon with the 175w MH that is 20k...too soon to tell with my 20 gallon with the pc...
now color...i definetely like the 20k MH better but I need to put an actinic in...but apart from that the color is still really good....being around it all the time makes it hard to be a good critic...maybe Torghn or Leviwin can chime in and say what they think...but they haven't seen it with the Plant Bulb...

Plant Bulb - no idea on color (the shade is between pink and orange )
Verilux - Mark?? It says it's full spectrum but I don't think it is as white as the typical 10k...prolly around 8k as it is a tad bit whiter than the daylight deluxe...
Daylight Deluxe-6.4k as per the manufacturer...I don't believe overdriving it causes a change in the color...

thanks Trevor ... very cool! this seems like a very nice alternative to PC or VHO ... how many bulbs can you run on the 430? how about the 660?

Here is a link....to be honest I would buy the 660 over the 430 because you can run 1 more 48" than the 430 and you can use the dimmer with the higher loads on the 660....but I guess it's not that big of a deal anyhow here is a link to the bulb specs...http://www.icecapinc.com/flapp.htm
