if it were me i would try and find a good used skimmer and save the rest of the money for a calcium reactor. you can always use additives till you get a calcium reactor.
if I were to go new all the way around I would get the skimmer first
but that’s just me hope it helps

just like JDSKIDAWG said spend the money on a good skimmer and then a calcium reactor. Calcium reactor is a lazy way to maintain a tank without dosing every time.

Boy, you guys haven't been doing your homework!
Under $200... How about a brand new Bubble Magus BM100 for $198 - including shipping?
Plenty for a 65g setup. Uses just 28w of elctricity.
I am running the Bubble Magus NAC7 Cone (comes with same Atman 2500 pump as the BM100) on my Cube and loving it!

I'd go with the BM over that Octo in your case for 3 reasons:
1) BM has a 6" diameter body vs. 4" diameter body on the Octo
2) even with the larger body, the BM has a smaller footprint because pump is inside skimmer
3) BM has larger capacity in case you ever want to upgrade tank size... I'd say the BM could do a 120g tank while I'd say the Octo is only good up to 75g
