maybe i'm not quite following, but this is the exact design of of most overflows except this one does not provide a "nipple" in the first raised section (that goes over the tank wall) to remove air that can build up and thus break the syphon.  anytime you have a high point in a syphon system that is syphoning air saturated water, some air will build up over time and if you don't remove it it will eventually cause the syphon to break.  i don't see how this system is any different.  please correct me if i'm missing something.

My opinion is that design has too much resistance in the piping compared to my simple overflow design. It makes so many turns that the tank water has to be pretty high in the tank to drop 600 gph. This would require a larger safety margin in the sump because of the high volume of water draining down.

This is just a siphon.  It won't work.  The water level in the cups on either side of the siphon tube in a normal overflow is what keeps the siphon from breaking.  If the pump stops (power outage) with this design the siphon will break and overflow the main tank.  Air will get into the tube going over the side of the tank, if that happens the siphon will be lost.  Unless of course there is something I'm not getting, always a possibility.
