They're probably some sort of "pod". It's basically impossible for us to tell you what it is without a picture. In the meantime you can try to use this to figure out what you've got.

Generally speaking, yes, they're normal. There are a few "bugs" that can be problematic, but they're not nearly as common as the beneficial varieties.
