my 250w hqi light was out when I got home from work today.   The bulb is fairly new (a phoenix 14k), is there anyway to tell if it is the ballast or the bulb.    I do not have a spare bulb.    any advice or help would be appreciated. 
It is an aqua medic pendant with the ocean light 250 ballast
