I got a new tank, I am going to drill it and pain the back black.  I've always used Krylon Fusion to paint, is there something different you guys use during winter?  I'm worried it won't stick with the cold.

You could try vinyl.

The paint will stick. It will just take longer to set. Do 3 or 4 light coats to get full coverage. Let it set facing the sun on the south side of the house.
