I have a few reccomendations I would like talked about at the next presidency meeting.
 
First off: No bashing of candidates by members or other hopefuls. Hopefully the current presidency will stop this kind of behavior and certainly not participate in it in future elections to come.
 
Second: Perhaps a shorter election process, but with suggestion one in effect this might not matter.
 
Third: An election committe made up of volunteers who are NOT running for presidency to collect and count votes.
 
Fourth: A better way to deal with absentee ballots. The ballot box suggested was a great idea.
 
Fifth.. This is the one I had a huge issue with:
 
 
We apparently do not have rules on who can vote or why unless they pay a membership fee. I feel that out of state members should not be eligible to vote unless there is a circumstance like deployment overseas, etc. I'm really upset that this election turned into an internet popularity contest and not a vote of a club. I see no reason why people from other clubs and other states should be allowed to join and vote for a friend. If this were the case than like i mentioned previously elections can be nothing more than an internet wide popularity contest. I could of had all 100 plus of my sorority sisters join the club for the measily 26.00 and vote for me, but that didn't even cross my mind because that would be wrong and not in the best interest in the club. I would like to see this seriously discussed to hopefully define an exceptable voting area. I'm sure you guys don't go join the idaho club and vote for their presidency members.

Also this is in no way bashing adam, but I do feel that some of our rules need to be modified. I am glad adam is president as the club is in good hands. I am just upset at how the election process is handled

You know the out of area votes didn't occur to me either. Mark actually pointed out to me that since the membership is pro-rated it would be super cheap to buy up quite a few votes. I think perhaps the membership should not be prorated at all. Anyone who wants to vote should have at least invested one years worth of dues, don't you think? Has the club ever tried not prorating? How did that go? While I would not want to discourage people from joining mid-year, I think the benefits could help offset that. I agree that this is a major flaw in the election process. Even moving the elections to January instead of December would be helpful. Full year dues for the club and less hectic with the holidays. Banning out of state might not work, I think there are some people in Idaho that like to participate, but I do think something should be changed. I also think an uninvolved election committee would be good. They could monitor the posts for appropriateness as well as count the ballots.

Crystal: Great suggestions! I'm sure the new presidency will discuss the elections and figure a way to streamline the process.
 
Wendy: memberships are prorated through November. Then the next year's dues are charged.  Essentially, if you buy a membership in Nov or Dec, you pay the full price for the coming year and get a month free.  You could buy a prorated membership in Oct in order to vote "on-the-cheap", but not in Nov or Dec.
 
Not sure I would support not accepting out of state memberships.  I have a hard time turning down money - regardless of the homestate of the contributor.  We do have some people from out of state that buy a membership because they use our MB, not because they attend our meetings.  Since the MB is such a large part (maybe the largest part) of our club, the physical distance between our members may continue to increase.

I did not know that. Do the people that pay in October get mad that they didn't wait one month and get a better deal? I suppose I should familiarize myself with these things before chiming in.

I would disagree with not letting out of state people vote. They paid the money, they should get a voice. If you could get and extra 100 plus members to pay that would be great for the club funds. Think of the projector that could get Big smile

I dont know the vote count. Was it close enough that those 20 people put it over the top for Adam? I would wager that they didnt factor in. The presidency was in fact voted by the club members, and not an "internet popularity contest". I might be mistaken though - again I have no idea what the vote count was.

Were the counts not released?  I don't think this is about the last election so much as how to make the process better in future years. I was concerned that for $2 anyone could have a vote. Since that is not the case I am not as concerned as I was. I do not know how past elections have gone, but there was a lot of room for improvement in this last one. I think now is a better time to discuss this than when it is time to choose who to vote for.

Your defiantly right Wendy. This is a great time. Waiting till its voting time to complain is advantageous. I know all that happened right and wrong during this voting cycle will be gone over and discussed to the full measure. Hopefully by next cycle we will have a policy in place that will please most of the skeptics.

i'm not questioning the validity of the win, but there were quite a few things that went wrong in the election which could be ironed out for next year. I however do not see the positive side to allowing people from out of state to vote for who essentially runs our club. If all we are worried about is more money we should do fundraisers? I just dont see how the club would benefit from decisions for office being made by outside people who do not contribute to the club other than coming to speak here once.
am i wrong? Many clubs have rules on who can vote whether it be a minimum time belonged to the club.. or geographic area... or perhaps a certain number of meetings attended or a certain post count.. a small number like 25 or 50.. showing they contribute to the club and not just join so they can vote for a friend.

Having a lot of posts doesn't mean your contributing to the club. Neither does being in the geographic area around the club. Maybe a member that lives in atlanta has a friend that is moving to Utah and recomends the club to that friend. Thats more of a contribution than the 10 or so posts I had arguing about star wars at 2 in the morning. Since we joined the club we have only missed 2 or 3 meetings over the last year and a half. Not to knock on a lot of the speakers but so far there have only been 2 meetings I haven't fallen asleep at (but who could sleep watching adam ocilating and undulating). Does that mean I am contributing by taking up one of the chairs for a nap? I think pretty much any rule we come up with to restrict who can vote is going to be completley arbitrary. 

I think it is more important to find a way to keep it more civilized next year instead of restricting who votes. For example, maybe having to pass a breathalizer test before posting should be implemented. Big smile

I'll add that I think we should just get rid of absentee ballots. 
If you want to vote, be at the meeting.  I think that would solve a lot of the frustration.

ps- as Silcox said- absentee votes, out of state votes, friends, none of that mattered in this election but it could someday.... lets just avoid it

IMO .. Bad Idea .. there are people like me out there that pay the dues to support the club but cant make it to most of the meetings do to a disability ...

I really believe that onlyu a handful spoke-up about these issues. I know for a fact that there are many people (not just a few) that agree with Crystal. I am impressed that this is being kept civil.

I hope at their next meeting the Presidency can and will resolve this issue.  I think during the last election process a lot of good ideas were discussed but because of the time limits and rules in place could not be implemented.  I still think an election committee is a good idea, and to accommodate everyone that is a club member where ever they live or their inability to attend the election meeting, maybe the "ballot.com" thing would be a better option for the club next year.  Everyone could do an Internet ballot at their own convenience and the results could be provided at time made clear to everyone.  This may also give a bigger window on how much time one has to vote.
What if a rule was in place that stated that to be eligible to vote for the following year's officers, that you would have to be a member for the following year?  That way no argument about partial payment or people just paying part dues this year for  a vote in next year's officers.  The election committee could decide from the list of members who is eligible and who is not by comparing names to actual dues paid.

Great idea Larry.  But I think 6 months would be an OK amount of time.  Some people jump in and get very involved in the club quickly.  If we said 6 months that is still a reasonable amount of time, plus it wouldn't make those people feel like their opinion didn't matter even though they put a lot into the club.  What do you think?

The reason I thought that to be eligible to vote for next year's officers and to have to pay for next year's dues is because those who are in this year and may only want to be in for part of the year or maybe not next year probably should not vote for officers that they want to run the club.  Their opinions matter only while they are members this year.  If they really care they can sign up for another year and get the right to vote for next year's officers.

The thing I have a problem with about the out of state people.  Take Mr. tongate for example.  I love him in the club.  He's very involved and is a awesome guy.  Yet, he live in WY.  There probabl not another fish club athat is close to him besides ours.  Would we exclude him.  There are others who come down from idaho, who live closer to Salt lake then Boise.   I can see how people could get there friends from out of state to vote for them.  Maybe a early deadline on absentee ballots should be placed so the last minute vote buying couldn't be possibly taking place.

I would say save your money so you have enough to vote.  If $25 is going to kill you in December but you have it in January, ouch!  If voting means that much to a member and we vote for next year's officers in December 2009, why should 2009 members be allowed to vote for 2010 officers, when they are not 2010 members?  If they signed up in January of 2010 they would not be able to vote for 2010 officers, because they would not be 2010 members when the votes are counted.

I'll add something that I've been considering.
 
I recommend the presidency consider amending the by-laws to include additional prerequisites in the eligibility requirements  specific to president or vice president
 
1) must be a continous paid member of the WMAS for at least the 2  years prior to running (current by-laws = 6 months)   
2) must serve a minimum one term as part of the WMAS council or have served as the president of another, similar sized and budgeted organization - must not be the year prior to running  (current = no experience required)

Being the current president you probably know a lot more about running the club than I do, but I tend to disagree with both of those. I think the people voting would take both of those things into consideration when making their choice.  A person new to the area should not be excluded just because they are new. Why a member for two years? And having experience, while being super nice, should not be necessary with a good and supportive council and membership. Or am I wrong? With the club's growth it will get harder and harder to be voted onto the council in order to fill the prerequisite, making only a small pool of people eligible to even run. I think this could severely limit the club, don't you?

How would that be buying votes?  You would still be able to vote for whomever you wanted.  It would just be the rules.  You are voting for the year and for the officers for the year you are a member by paying for the next year's membership in December.  If that is a problem do the elections in January.

I like Shane's recommendation about eligibility, to some extent but maybe just a member in good standing for at least a year or two might be a better consideration.

You walk in to the december meeting and are told pay now or you can't vote. We can agree to disagree but that is holding your vote over your head as a bribe to get membership dues in my opinion.

If you are a member for 2009 you have a better idea who to vote for in 2010 than someone who heard of the club a week before the december meeting and decides to pay his dues in full for 2010.

I agree with Larry wrt memberships.  I think you should have a 2009 membership in able to vote for 2009 counsel.  And I think the Ballot.com idea is also great.

If we want to completely remove in-fighting, we could make Pres and VP both positions appointed by the counsel.  The club at large votes for the counsel members.  Not sure I totally like that idea, but it would kill all fighting...

You have a point. If that had happened to me I would have been unhappy! It does come across as a money thing in that case, doesn't it?

The club (and all clubs for that matter) have huge turnover. Just look at the TotM awarded at the Dec meeting as an example.  People enter the hobby and are very excited about all things reef - including the club. But, often after just a short time (less than a year sometimes) the excitement has worn off and they are selling their tanks and exiting the hobby.  I wouldn't want to exclude people moving into the area, but I would want to make sure that a person running for president or vice pres was dedicated to the club and not just in the honeymoon phase of the hobby.
 
And having experience, while being super nice, should not be necessary with a good and supportive council and membership.
 
Agreed. But there is a chance that a good and supportive council may not be voted or available.
 
With the club's growth it will get harder and harder to be voted onto the council in order to fill the prerequisite, making only a small pool of people eligible to even run. I think this could severely limit the club, don't you? 
 
I am of the opinion that as the club grows, there should be more and more eligible candidates - the pool should grow not shrink. I don't think the prerequisite would make it harder to be voted into the council - just make sure that the pres and vice positions are being filled by dedicated / experienced club members.

I believe Shane means President and Vice President need to be members for two years, not necessarily the council.  I agree with Shane,  I think that somebody running for President should be a member for 2 years prior to running.  That way they would know how the club runs, would know a lot of the club members (which would help in knowing what is best for everyone) and would also show commitment to the club.  Statistics show people come and go in this hobby everyday.  How would we know that someone that had only been in the club for 6 months was even going to stay in the hobby?  Two years gives more credibility imo.

I also would add that the people running for pres and vp should be active and attend most of the meetings. Actual percentage would need to be determined.

1 full year in the presidency of wmas then you should be eligible to be president. 
 
If you 'include similar sized or budgeted organization' you would have someone asking for proof.  In this election we had someone ask for proof of business license (that doesn't really concern the club)
 
Keep it short and direct.  Keep all the fluff out so there isn't any grey area.

After the previous two elections (2006 & 2007) there were reccomendations to change this process...it is not new or suprising.  Even a presidency member vented their frustration about it always being an issue.  This (the third year of this reccomendation) it was brought up before the election, which created this huge stir.

Just to sound off, on this topic...

I have been in some really good presidency councils (like this one).  But, I have seen councils where almost half of them basically dropped out.  So...

I support requiring the president (not vice) to have served in the council before running for president.  The Vice president should have been a member for at least a year.  With the exception that Jerry and Crystal be allowed to run next year if they want (as last I heard, they were not in the council).

As for voting:  Must have been a member for 4 months AND must renew their membership for the year.  Those that want to vote, should commit to being in the club.  I feel for those that can't afford to pay the dues.  I doubt that if money is THAT tight, they are as concerned about voting as paying some of their mandatory bills.

As for absentee ballots...I think we SHOULD accept them, however, they must download and fill out the "official" ballot...then MAIL it in...no email voting.  These ballots will be opened in the presence of the committee.

Don't be scared. Discussion that comes on a level playing ground with real intent shouldn't be meet with fear. I know that all of the suggestions that were presented before and after the election will be discussed. I believe that under the circumstances, that the past presidency made more than enough effort to please the few that were having heartburn over the whole process.
 
It is disheartening that some still call it in question even though they were in direct contact with counting, over-site and running of the ballot process. Thankfully it hasn't come on our own board in the furry that it is being discussed on others. In the same breath it is very frustrating to see it being discussed on one of the other boards to the point that it has gotten vile. Those that are spreading/discussing these things are also concerning since it is some of those that were involved with the election process here on our own board.
 
I'm hoping that we can come up with a "new" process that will at least please most everybody. I don't feel that we can make everyone happy but I think we can come pretty close.

Please stop assuming it is only a "few" that has these concerns. I will say it again I know for fact a lot of people don't like the current system. By improving the processess and systems of the club we all win.

I believe that under the circumstances, that the past presidency made more than enough effort to please the few that were having heartburn over the whole process.
 
It is disheartening that some still call it in question even though they were in direct contact with counting, over-site and running of the ballot process. Thankfully it hasn't come on our own board in the furry that it is being discussed on others. In the same breath it is very frustrating to see it being discussed on one of the other boards to the point that it has gotten vile. Those that are spreading/discussing these things are also concerning since it is some of those that were involved with the election process here on our own board.
 
I'm hoping that we can come up with a "new" process that will at least please most everybody. I don't feel that we can make everyone happy but I think we can come pretty close.


Dion-  Are you talking or speaking about me?  Would you please explain what you mean?  What other boards are you referring about, to where this is being discussed?

Looks like this thread is starting to go no where.  Please keep it civil and worth reading.
 
Another thought about how to handle elections comes to mind. Have you ever seen the Costner movie titled 'The Postman' ? Maybe we should adopt the clan laws:
 
Law one. You will obey orders without question.
Law two: Punishment shall be swift.
Law three: Mercy is for the weak.
Four: Terror will defeat reason.
Five: Your allegiance is to the clan.
Six: Justice can be dictated.
Seven: Any clansman may challenge for leadership of the clan.
Law eight: There is only one penalty. Death.
 
Then - if you want to be president, you enact law # 7. No voting, no fuss.  Candidates cage fight in front of all members - winner take all.  Wink

Name a time and place. How about the E Center, through the Ultimate Combat Experience, then we can watch it again and again at 3:00am on some low budget television station.
