Yes.
How is it to be rigged?

I thought i would drill it out and add a 1/2" bulk head in it. The one I have on hand is rated for 150 gph.

Sorry, not enough info. But a 1/2" bulkhead will not work for gravity fed water, no matter where it's positioned. Please describe how this sits and the flow of the water through it. Will it clog? Will it resume after a power outage? Will it flood? I've made lots of DIY overflows that work.

I can see your point any sugestions on how to make a good over flow? My tank is a thirty gallon and the refugium is going to be made out of a 20 gallon tall. with no sump area. The return pump  has a 200/gph at 4 feet rateing which from what i've read should be just about right.

The hole must be at least 1" to allow any decent amount of water flow. But drilling a large hole in a small tank is risky because the glass is so thin. It can easily crack the entire glass plate, ruining the aquarium.

I have made many overflow boxes from the Lee's Specimin box, the same box used by LFS for holding the fish after they net it. Email me and I will reply with those plans which include a drawing. mailto:[email protected] - [email protected]
