Leave lights on 24/7 will help especially where you grow your chaeto. Clean your filter socks as well.

Do you use RO water for your water changes and top offs? If so, how are the filters? (time since changing them...)

I'm a newbie, but I'd change the filter sock every few days and use RO/DI water for everything.  Looks like it's time to go to a Fe Reactor on your tank.

What color is the Activated Alumina?
When was it last changed?
How long has AA been running in this tank?

It was a light tan color when I changed it , it was in the tank for about 3 weeks , and I usually run it for 2-3 weeks a month for the last 3 months. Its phosguard by sea chem but im almost out and was thinking about mixing gfo in with my carbon .

After running AA for that long, that's too high of PO4. Something in the tank is leaching PO4.
My first thought is Lace Rock. Is there any in this tank?

AA is activated alumina or Alumina oxide. It's phosguard. In phosphate rich environments AA only last for a short period of time. The tan color indicates its exhausted and has pulled its maximum capacity of phosphates from the water column. Keep at it. Watch your feeding and keep your macro lighted 24/7
