IF the little guy molted recently I would definately check out your iodine level, other wise if it has been awhile since a molt, feed him and he will molt soon, and they will come back, good luck with him.

I often see antennae on my shrimps clipped short. They always come back with the next molt. I don't think I've ever seen them completely missing, but one of my blood shrimp and my zebra hermit have both regenerated claws they were missing when I bought them.

It could also be from a bad molt.  If there isn't sufficient iodine (iodide) in the water, this could lead to having a bad molt. 

Like Carl said, the antennae will grow back over a little time.

Sounds like a scuffle with a filter or something with big old claws. I wouldn't be too concerned though, they do regenerate antennae. One of My Peppermints is Missing 3 or 4 Antennae.  I was Wondering if it can Survive Without Them or Ever Grow Them Back...Also I Have No Idea What Clipped Them...Beware
