I have used #4 on my sumps. Sometimes I will go over a seam again with #16 if I don't feel good about it. 40 is a two part isn't it? I havent' used it.
Weldon #4 and 16 would be fine for this application. Silicone would also work fine. You can check out my DIY Tank build thread in this section to see some photos and details on how to bond acrylic.

I would use Weldon #4 or 16. If you use silicone be sure to completely clean the area then wipe all surfaces to be bonded with MEK (available at the paint department of Home Depot) to remove all traces of oils. Silicone does not stick well to acrylic unless it is completely clean.
