No.
The sump is simply a place to house your equipment.
 
Normally, people will use the sump as an area to place a skimmer, heater, refugium, filter socks, etc. The sump should not be considered a filter at all.
 
Many people will use a portion of the sump to grow macro algae, more live sand, even live rock. This would all be considered biological filteration.
 
Many people also use a portion of the sump to place a skimmer. This would be considered mechanical filteration.

The sump is like Shane mentions above. Another body of water to house your filtration equipment and also to add more water volume to your system. With your equipment in a sump , it helps protect from flooding or leaks from your equipment . You can also divide it, to house a refugium, which serves many other useful purposes.
 
It can be as simple as this one which is my 65G tank.  No refugium, just a place to house my skimmer, heater, filter sock and some testing equipment.
 
 
 
 
Or, Can be as complicated as this, which is my sump area on my 225G tank.
