They should regulate who can "adopt" a fish. At the Humane Shelter in SLC you have to fill out an application and be determined if you can care for a pet. A fish is no different. 

A lot of people try to cram a ton of fish into an area that is not healthy and pretty damn cruel. Its like cramming a dozen dogs in a studio apartment. Its one of those things that really pisses me off in this hobby.

These guys weigh in at 4 feet on the shorter side. I think that few hobbyist have a tank large enough to dedicate to a big predator like these sharks. Hopefully he will find it a home before he comes to the point of euthanizing it.
