Solved it, thanks for the info and help. It looks like crap but aquarium safe silicone spread around the bulk head and blow dry it. That's part of the problem, the return is off. I was installing a new sump and must have knocked the bulkhead. The problem is that the overflow must have a leak into the main part of the tank and the bulkhead out of the overflow to the sump has a leak. I'm trying to get a small pump in there to keep the overflow dry but all my pumps seem to be too big. Is there some kind of a sealer I can use that will seal something while it's leaking?
