Ok right now I have 29g bow with a 150 watt 20k MH with a single T5 24 watt actinic.  Is that good, I have been told before I need more actinic. Any suggestions or comments would be great.

It sounds like plenty of actinic to me. Some people would even prefer less actinic.

Would it be ok to replace the MH with a new Phoenix 14k? Would it be to intense of a light for this size tank?

Yeah a phoenix 14k would be sweet over that tank. I would also change the Actinic to either a Blue Plus or ATI Aquablue

The Phoenix would be less blue and likely have more par. I think it would look great.

The tank is just to blue how it is now. Im gonna get the bulb today. I will post pics before and after. Is 10hours to long for MHs to run?

I wouldn't run a MH for 10 hours. Run the actinic for 10 hours and then have the MH run for 8. That way you get a dusk/dawn feel to the tank.

8-12 hours is fine for the MH.

Nice tank.  Just keep an eye on your water temp.  150W of MH over 29 gal, (with or with a sump) is a lot of heat.  That's a bit over 5 watts per gal.  In the winter it should be just fine, but in the summer, it's going to need either a fan, or a chiller.  And check your water level, you might need to top off more to replace evap.
