Are model glue's like Tamiya or testors safe for fish tanks? If not what glues can I use in the tank? I am building a small in tank refugium.

I believe Testors is a solvent and melts the plastic to weld it together. Someone correct me if I am wrong. The only glues I have used in the tank and found to be safe are SuperGlue (Gel) and Aquamend two part epoxy.

and polyurethane glue, if fully cured before getting wet.

If u are building a refugium you need to use an acrylic solvent glue.  Weld-On #3 or #4, and #16 are some of my favorites.
